Few Questions About Effects

First, how do I make 1 frame of my movie a still frame? Like for example my lock is casting immolate then I want it to freeze and show his name but I cannot find anything under the manual about how to make a still frame.

Also, how do you make the light rays on the words move? I've added light rays to them before but they just stay motionless the whole time...

Ok I figured out how to make the still frame. But how do I put the letterbox around a frame? :)
