Out there - yes, but in here - hardly.
As far as I remember, there is a "upload video" button in your profile, but don't nail me on that.Maybe someone else could give this guy accurate info..?

Main page www.warcraftmovies.com there's a big button that says 'Submit A Movie'. At the end of that process there's an option to upload your movie straight to WCM. Unfortunately this doesn't always work all that great, try off-peak hours and make sure you don't have a bunch of other stuff hogging upload bandwidth.
