How to run a WOW offline server to make movie
 

I tried searching the forum and didnt come up with anything. maybe someone can help me with this.

Im familiar with model viewer, zone viewer(tbh too low detailed) and the camera tool that lets you control actual online ingame camera, but what i need is to be able to have an offline client and be able to do whatever i want with it.
Is there a way to have the game running offline as an "admin" or "GM" with ability to place NPCs on sertain places, to make mass scenes for making a machinima video?

Creating a private server is against Blizzards Terms of Use. If caught, you could be fined heavily for doing so. You will not find anything on this forum about it.

post was not about creating "private server" it was about having game run offline and being able to change environment for machinima movie making (video capturing) purposes only. I do not want to run a private server for others to join and play.

The only way to do that is using a private server and therefor against the TOS.
