Best PvP spec really matters on your play style and if you play it well enough to enjoy it and be successful at it. If you're in regards to which is the best spec to go gear wise; if you have a ranged weapon with an iLevel of 226 or above (Ex: Envoy of Mortality) then go marks if you're comfortable with the play style. Survival at the moment is the most common spec out there and is voted the #1 PvP spec. It depends on what you favor the most.
