You're all stupid!
It depends on what gear you got! If you have ALOT (400+agi) you should go with atleast 30 Surv... If you have full giantstalker you should have max in Barrage and so on... Also depends on what kind of PvP you're going to do. AV needs damage but AB and WSG needs some more tactics so scatter shot/intimidating shout would be good.
