rendering problem

First off, I'm using Vegas to render raw media captured from Fraps. My computer specs are:

Intel Core2 CPU 4300
2GB RAM
NVIDIA GeForce 7600 GS x2 SLI
recording at 1280x1024

Here are the settings I use in Vegas:

1 | 2 | 3 | 4 | 5 | 6

My problem is a HUGE deterioration in quality during intense moments. The raw file is perfect at these times, yet the final product (wmv) is just God awful. Here's an example:

raw | render | render / intense action

As you can see, the action image is just awful. I don't understand it, if the raw is fine during these moments, why is the final product any different? Even if it's the way I render, wouldn't that change everything else as well? I get no lag during the raw, but the render is just horrendous.

If you want to view an example of what I'm talking about, download this. It's the full Hyjal video from the last screen cap. You will notice a violent change in quality throughout the entire film.
