Having problems scaling my video to screen (rendering issues)

Hey guys. I'm trying to make my first video. I am using Sony Vegas 7 and doing alright with it, learning mostly by guess and check. Well, here's my problem. I really dislike it when I maximize my video and there's a large black border around it. I like for it to scale when I maximize to fit my screen.

I figure I have to render it as 1920 x 1080 -- that's my monitor size -- and also to go to properties and set it to 1920 x 1080 there. Why I have to do it in two different areas, I don't understand. Anyway, sometimes it comes out fuzzy when I do this, even if it does fit-to-screen. Once I had it right (not fuzzy and fitting to screen), but I forgot to save the file I was working with so I can't check how I did it.

I guess what I'm asking for is how to render an excellent quality video (the same quality as the clip is in its original state in my Fraps folder) that also maximizes properly to anyone's monitor.

I'm sorry for the rambling nature of this post. I jumped right into this and I guess I'm in over my head. Oh, I've been rendering using mp4 format, if that's any help. I wouldn't mind switching because some people seem to have problems viewing this ... I'd rather use .avi or something.
