Quick editing question... (Vegas)

I was editing my second video and I want to know how to crop like a part of the screen to zoom in on. For example in PVP videos when people will make their health bar really big and move it somewhere visible.
Also a second quick question on the same topic, if I want to have a video over a video and just have part of the top video showing but not the full screen how would I do that?

I figured out how to do the overlay video thing... surely there is a way to zoom in on part of the video without making it full screen?

Use a combination of the filter/FX "Cookie Cutter" and the tool Event Pan/Crop on that specific clip.

(If you need a very custom area for Cookie Cutter, then try using the zoomed clip below the fullscreen clip, and using the "cut away section" instead of "..all but section" and add several Cookie Cutter filters.)
