Video quality very low on WCM stream. Help!

This is my movie. If you download it, it's pristine. However, the quality is terrible on the stream. Is it something on WCM's side? I heard it might have something to do with bitrate, but I really wouldn't know.

My rendering settings:
.mp4
Video quality: Best
1280 x 720
Frame rate: 29.970 (NTSC)
Allow source to adjust frame size & rate: not checked
Pixel aspect ratio: 1
Variable bit rate: Two-pass
Maximum & Average bps: 4,000,000
Audio: all default settings

Your help would be greatly appreciated. Oh and not only is the video quality bad, but there's some Ventrilo in it and it's really staticy and annoying.

The quality is terrible because possibly the website you uploaded it to doesn't handle HD video. When checking the video stream it's only 640x360, not 1280x720.

Also what are you using to render? I hope it's not Windows movie maker.

There's ventrilo in it because you probably used something like fraps which simply records all audio from the operating system, both the game and ventrilo and other background noises.

It's 640 x 360 on the stream? So WCM doesn't allow anything better than that?

I use Vegas to Render.

Ventrilo in the movie was intentional. The thing, is it sounds excellent if you download the file. It's just terrible on the stream.

Yeah then it's definitely the website stream. The original is like 440mb while the stream has a shrunken 75mb version.

That's terrible!! Sorry to keep bugging you, but is there any way to fix that? If I uploaded it to another stream, could they use that one instead?

I've uploaded a lot of movies to WCM before and the quality has never been great, but this is just terrible. Maybe if I made the quality even better baseline, when they shrunk it it it'd still be decent?

Use another video hosting site imo.

I'm pretty sure WCM does this with all uploaded movies. Unless you can link me some other videos to prove me wrong.

Hm okay. I think it's just vent and the text I used. I'll try to figure out how to make vent not staticy on low-quality streams and I'll go back to the white text which is easier to read with low quality. Thanks a lot for the help, Mingo. +rep!
