Pasting a Frame of Video Inside Another?

ok so I want to have a black screen and then make a clip appear in a frame on this black screen. and then another frame of a different clip next to it. and possibly some more frames with still pictures in them.

is this doable in vegas?

Yes, and quite easy to do too. Go to the pan/crop tool on the piece of footage, the little square on the right side of the footage. Now resize the focus box you get until the footage is small enough, move it to where you want to place it and you're done. Repeat it and you'll get multiple frames at the same time
