I've collected a report to our ISP and they'll look into this to find out if there is a routing problem to your location

Our ISP changed the route to solve the problem with users living in Germany.
Can you confirm speed improvements?

Since my connection got updated (TDSL6000) I usually had 250-300kb/sec.

Do any of you know if you use firewalls (other than the windows firewall) or if your ISP has a proxy server setup that you all are required to go through?

Have you checked with your ISP. You don't have to have it setup in your browser for there to be one. They often wont tell you unless you call and specifically ask about it. I worked for one and that is how we were.
