Blood effects / rain effects ?

I am trying to find an easy way to get some cool blood effects (Such as blood splatter on the screen like Kenion's black rose video showed) and maybe even some cool rain (using pre-generated media maybe?).

I have vegas if anyone can tell me the easiest way to do any of these.. that'd be helpful.

WoW model viewer has some bloodspatter animations in the list (look under the Spells section).

The Action Movie Essentials DVD by Video Copilot has some really nice animated and non-animated blood effects which are very useful for action movies.

The best rain effects can be achieved with Particle Illusion 3 (imo).

Is Particle Illusion obtainable through vegas?

If so, how do you get to it?
