Sadly, it many times comes down to money and budget : / that's why they need to release unfinished stuff.....

The same with Vanguard, Soe those fuckin assholes, forced Sigil Online, to release Vg unfinished also.... I still have hope tho in Vg. I will check this game out too.

Because the start is bad, nothing says it will continue to be.....
When I first played wow, no pvp existed, no raids... and far from all instances.
