Editing software?

Im new to frapsing and I've made my first movie came out decent. Im currently using windows movie maker and am looking for something more fancey. Something I can make better text and maybe slowmo the movie or speed it up. Nothing to complicated just something with more features. Any suggestions from any1? ps dont wanna spend 1000 dollars lawl.
