Sony Vegas - Effects help

Greetings Moviemakers

I'm new here on the forum, and I took the chance to get some questions answered, if anyone can help.
I'm kinda new to Moviemaking, been practicing a while ago, and I'm uploading a new movie about a kill on Yogg to WCM when I think its ready.
However, I still miss some effects I would like to insert into it.
For example:

1) Everyone knows how P1 works on Yogg, so I was thinking on speeding up some parts of it. Now, I know that on the edge of the clip if you "Control" and pull it left/right, you increase/decrease the speed of the clip, but is it possible (or some effect exists) that speeds or slows up the video, with keyframes? Imagine, on 0:20 I want X speed, and stops at 0:35 to normal speed.

2) Any kind of special effects you can add in vegas? Fire, Storms, winds, all of that supernatural stuff that you see in some movies, are from vegas, or ppl just google for a video that has it and cut it?

3) I use the tuturial I've seen here in the forum about the Codecs to use (XViD). Is it the best in terms of Quality/space out there?

Again, thanks if anyone can help, and sorry if these questions show some "Noobness" with Video Editing, but, as I said, still starting on it

Right clicking on a clip in the vegas timeline and choosing add envelope and velocity, you get a long line through the video that you can drag up and down to slow up/down, if you double click on any part of it you set a point that you can use to modify it in detail (for example, add two dots to the line and drag one of them up or down)

depends on which effect specifically you're talking about, a lot of people record things from WoW Model Viewer programs and use them in their movies for example.

h264 is the best quality/space, and has decent support nowadays, it's not hard to use, in vegas you should have a Sony AVC for example (although you can get insane results by learning how it works and doing more indebth custom encodings specific for your clips, but you still beat xvid through standards like sony avc in vegas)
