If ur using Sony Vegas, as is most common, here is some ways.

To add Blur/flash effect u simply just go to the effects tab (Video FX) in Sony Vegas and add the effect.

You can also do it by rightclicking the clip and choose VideoFX. After that u choose the effect u want to add.

If it isn't Sony Veags, tell me what program it is then and I will see if I can help u.

Did u check my guides? With the help from those 2 you should be able to figure out how to do it by urself. Anyways I've posted a guide with some of the features u described, it can be found here

Now if that guide doesn't help then I don't know what will do...

This kind of stuff is hard to explain on a forum really.

To speed up/reverse just right click on the clip and click something along the lines of "Insert/Remove Envelope" and then choose Velocity.
After you have chosen that a green line should go on your clip, you can right click to add points to change different parts of the movie, it pretty much tweens.

As I said it is REALLY hard to explain on a forum like this.
