pixelation in xvid render (vegas)

Using Vegas 6 and Thiras' XviD encoding guide, followed everything there exactly, but I'm still getting noticable pixelation on text (like scrolling combat text) and on the ground during movement in my video (it seems very clean during still or slowed parts)

1280x1024, 30 fps, 2nd Pass bitrate is set to 6000, can't figure out for the life of me what's causing this.

Several reasons, I think

The actual bitrate of the video is 4500 kbps, and because it's 60 fps it'll require about twice as much as a 30 fps movie.

Ehh.. And is it only me or is it really damn bright too?

ok, so then what am I missing -_-

reset it to 30 fps and 6000 kbs, still looks like shit.

also, if it was only 4500 kbs, how do I set it higher, and how do I know what the actual kbs is after it's rendered?

edit: also, as for the brightness, just you i guess, looks normal to me

Right, if you're changing the fps in project settings (which is the right method) id also recommend right clicking all 60 fps clips you have, properties, and select 'disable resample'. This greatly increases compressibility and decreases ghosting effects
