2 Questions regarding editing

Hey guys, 2 quick questions:

1) When I zoom into a certain clip, the "F Box" which indicates to where the zoom/crop is going to occur is at the right location and right size but......When I watch the preview and the video itself the size gets smaller. I can see black lines to the sides and bottom/top as if I were to cut out those portions. How can I fix this?

2) Regarding rendering, what is the best possible settings I can use to render+save a video. I recently created a small clip which lasted about 1 minute in total and it came out to be around 200mb while another big video, let's say "Who is Champp jones" [30-50 Minute runtime?] comes out to be 400mb. What am I doing wrong and what settings should I change?

1: hit the lock aspect ratio button to the left in the pan/crop window before doing the zooming. It'll maintain the width/height proportions of the box.
