windows xp, 2gb of elixir pc3200 ram, nvidia 6600 gt, pentium 4.... anything else you need to know?

You mention the chat not being very clear.
The common reasons you should check for and fix: 1) Make sure you set the pixel aspect ratio for the render to 1.0. 2) Check the resolution of your captured footage and make 100% sure you export the video at the same resolution. Either that, or make sure it's a number which you can divide by the resolution.

Checked the pixel aspect ratio and it is set at 1.0. Still not seeing a change in the quality whatsoever.

If the aspect ratio, resolution and bitrate are right, I have no idea what's wrong.
You should post a little clip of something you've saved as an example, and we might be able to pinpoint the problem. (Edit: I'll check it when I get back if you post it. )

Well, in all honesty it looks like your FRAPS is probably at half size mode. I saw your res is 1152x864, and I can't remember if that's one of the resolutions you need to have a dual core to film at without FRAPS going to half size mode (I'm fairly sure it isn't, but forgotten).
Try lowering to 1024x768, check the full size option, and try again to see how that looks. Your frame rate looks pretty poor too, so perhaps you're pushing the machine too hard as it is anyway.

Well, my fps goes down in Shatt, so that's why it looks like my fps is not that great. I guess i'll try putting my resolution at 1024x768, recording in fullsize (which I have been) and seeing if I can render it out with the same options as before and get better quality. I'll update once i've finished.

I would like to say thank you to the OP for posting this thread and the people taking their time to help him out. Normally my video's come out super super crappy looking but now, CRYSTAL clear like i'm in game.
Thank you all so much. For anyone who wants cliff notes on this: Tools > Render > Custom > Video Tab > Change the Mode: to CBR. Image Size: Custom. Fill in the width/height with which you recorded your video at. (mine was at 1152x864). Bit Rate tab > Check "Internet/Lan" > Change 3 to 4 > Uncheck ISDN. Hit Ok, then Save. High quality, small size movie. Enjoy. PS, you should add that to a stickie!
